P11 engine splutter

   Hi Just purchased a 2001 1.6 Its got a miss fire at about 1750 rpms every time you change gear when car is labouring.Once you get past about 2000 rpms its ok.Tested coil packs with multi meter, they all seem ok,Dont know if its relevant but I,m barely getting 25 mpg(I,m Not a speed demon either) Any Idea,s appreciated. Thanks
