primera steering rack change

   I've managed to replace the rack on my '98 Primera, but have difficulty getting the steering column universal joint positioned onto the rack spindle correctly. 
Presumably the bolt through the clamp needs to go through the recess on the rack spindle (however it will tighten if above this - I guess this is wrong). However, the clamp only seems to cover the top half of the spindle.
I can't get to the joint from the car inside as there seems to be a one piece plastic cover that can't be removed.
Ant ideas?
